ARC 9.10.0.23 Window position bug on startup

The main window position and size is always wrong. The window appears in the lower right corner of the screen and one must minimize it, then maximize it to have it placed properly and cover the entire screen.
Previous versions did not exihibit this problem.

        I've seen issues with this as well. Sometimes the window is maximized but doesn't fill the screen. You have unmaximize then remaximize to fix it.
