Adsdosip, change so that it works when run as a service

AdsDosIp for legacy Clipper applications. You can get it to run as a service, but it does not work - qAx_Loaded(cDrive) returns .f.

        Note qAx_Loaded does retrun .t. work provided you pass it a url instead of the drive letter.
        It would be useful if AdsDosip.exe could apply the Ads.ini [Drives] setting which would then allow Clipper apps to work without converting drives to unc
